Basically a creative commons license is used for content that is distributed on the web, you can consider it an official way of saying "you can use it for your levels, provided you say the work is derived from me". If you look closely to the images animals.png and explosion.png used in opensurge you'll see the initials cc-by-sa. This stands for the following creative commons license: http://creativecommons.org/licenses/by-sa/3.0/ The musics are also licensed this way (check out “credits.txt” at the musics folder). You can see the license in spanish here: http://creativecommons.org/licenses/by-sa/3.0/deed.es_ES
